The Authority allowed parking on the basement, first and second floors of the building to ease the rush in the market on New Year‘s eve.
On Sunday, could be seen going on the first floor of the building.
Commuters were charged Rs. 50 for parking in the parking lot for unlimited period.
who had come to the Sector 18 market from Sector 99 to celebrate the New Year‘s eve with her family told TOI that they have not being told whether the parking was for full day or a few hours.
“We are here only for an hour or so. It is over-charging but we have no choice,” he said while showing the receipt he received from the parking attendant.
The receipt mentioned the amount per car entry as Rs. 20 and Rs. 10 for two wheelers.
Many commuters visiting the Mall of India in the sector said that they were asked to park their cars inside the lot and were told that the parking will be free.
“They are charging 50 rupees although when we were directed to the multi-level parking from the parking lot of the Mall of India, we were told that it is free. I would have had to pay Rs. 40 there for two hours. Now, I will again have to go to the Mall to pick up my children. They should have informed earlier so that we could have parked inside the mall itself,” Anisha told TOI.
A parking attendant said that over 2000 people had come to park their vehicles inside the market till 4:00 pm and the ground floor was full. “You never know how many more will come till tonight,” he said.
Commuters could be seen parking their vehicles on the first floor after that.
Some visitors also said that they are concerned about parking their vehicles in the parking facility which has been opened without a completion certificate.
On December 5, the Noida Authority had said that for parking within the multi-level parking complex, four-wheelers will be charged Rs 30 for the first two hours, and thereafter Rs 10 every hour while two-wheelers will have to pay Rs 10 for the first two hours and Rs 5 per subsequent hour.
After the Authority opened the two basement floors in February 2015 and the ground floor in June, a Noida resident and a Supreme Court advocate had filed a PIL in the High Court alleging that the Authority had opened the parking lot illegally, without any occupation certificate, compromising with the safety of those who park their vehicles at the construction site.
In its order delivered on February 4, 2016, the High Court noted that a parking contract in respect of the multilevel parking facility had been awarded “without an occupation certificate which was then not in dispute before the Court”.
The project has missed several deadlines and there are reports that the same will be inaugurated on January 24- UP Diwas. SC Mishra, project engineer, Noida Authority told TOI that the multi-level parking has been opened by the police department and it is closed from the Authority‘s side. When asked about Rs. 50 being charged from commuters, he said that visitors should not park inside the parking lot if they were being overcharged and said that in case people have a receipt of being charged Rs. 50, the same should be shared with him.
SP (City) Arun Kumar told TOI that the parking has not been formally opened and only being put into use to ease the New Year eve rush.w
